Orleans County Sets the Bar High with cashVest 90+ Award
At the New York State Association of Counties (NYSAC) Fall Conference, counties that achieved a cashVest score of 90 or higher for four consecutive quarters were recognized for their leadership in financial stewardship. Orleans County, NY, was among this prodigious group, honored with the cashVest 90+ Award for consistently achieving excellence in managing public funds.
The county’s success is a direct reflection of Treasurer Kim DeFrank’s leadership. Since taking office in 2018, she has drawn on more than two decades of experience in the Treasurer’s Office to safeguard taxpayer dollars, ensure they are invested wisely, and maximize returns that strengthen county budgets year after year.
“This award is really a testament to the hard work of County Administrator Jack Welch and Treasurer Kim DeFrank to mitigate risk while maximizing return on investment of public dollars that help fund county services.”
— Orleans County Legislature Chairman Lynne Johnson
Beyond her local impact, Treasurer DeFrank is also recognized statewide, serving as President of the New York State Treasurer & Finance Officers’ Association. Her ability to pair vision with execution makes her a model of fiscal stewardship for counties across the nation..
At three+one, we are proud to see our data-driven strategies in the hands of leaders like Treasurer DeFrank, helping counties capture new income, strengthen budgets, and deliver measurable impact.
